Respawning mining places can take anywhere between 10 - 30 ingame days. If you return to that area before the time has elapsed, then the clock restarts from the time you have returned, regardless of whether you were able to mine any ore. In some circumstances mining areas never respawn this was a bug fixed by the Unofficial Skyrim patch.

All of the ore veins in Skyrim do replenish after 30 days. You must stay out of the area for that amount of time. You must be sure to be using the Unofficial Patch though. In the vanilla game this feature was glitched. The recycling mod is the most helpful though.
